This is either because there is talk of a shorter needs period or because the relevant vehicle is not covered by another leasing contract. These vehicles do not necessarily need adaptations. The users ́ actual needs and criteria will be further specified in the requirement specifications in the individual competitions that are implemented in the procurement scheme and the tenderers will compete on these in accordance with the stated award criteria.
